Situation of Civilian Population of Nahr El Bared, Baddawi, and Surrounding Host Areas: (pdf attached)
1. Situation of IDPs:

  • The counted IDPs in Baddawi camp by 10 am Sunday 27/5/2007 is: 2,176 Families, which would be a total of 10,880 persons using the ratio of 5 persons per family; and a total of 13,056 persons for a ratio of 6 persons per family. The general average of number of IDPs is 11,968 persons.
  • The IDPs are distributed on host houses, Public Gathering Centers and UNRWA schools. UNRWA schools till now hold 547 Families (approximately 3,009 persons). Houses and public gathering centers hold till now 1629 Families (approximately 8,960 persons)
  • Total Number of People registered to have disabilities in Nahr el Bared is 800 persons, 150 were able to take shelter in Baddawi Camp, and 650 persons are still besieged in Nahr el Bared Camp.
  • 1,500 to 2,000 IDPs are located in Minieh, Tripoli, Bourj el Barajneh [not confirmed]
  • Some Families are living on the outskirt of Baddawi camp with host houses, and also located in different schools: Fouad el Nakhel School, Wadi el Nahl el Rasmiyeh, in addition a third school was opened today, Fajr School
  • Two schools which were opened in Tripoli to host IDPs were closed down and IDPs asked to leave, the stated purpose of evacuation was stated as: "Security Measures"
  • As stated by various social workers and NGOs, most of the surrounding area seems to be welcoming and open to help, there were some reported hostilities toward the IDPs and Palestinians in general.

2. IDPs Needs in Baddawi Camp

  • Food Items: Almost all IDPs are receiving Hot meals from different actors on a regular basis, so there is no need, until now, for further distribution of Hot meals, but as suggested by many actors in the camp, that it is better to distribute Food ration Kits (Uncooked materials) in addition to equipping the IDP centers with Kitchens.
  • Milk: There is a an urgent need for children's milk for all ages.
  • NFI: Most of the IDPs have left their houses without taking anything. Therefore there’s a need of additional Clothes, Underwear and Shoes. The IDP centers are mostly located in schools, Mosques and community centers which are not equipped with sufficient toilets or showers. There is a need for:
    • Hygiene Kits
    • Portable Toilets and showers
    • Women's Pads
    • Mattresses (around 2000 are needed), blankets….
    • Potable water
  • Logistics. Most NGOs working the Baddawi camp are in need for Logistical support to conduct the distribution process for all the IDPs in the camp. They is a need of prepaid mobile recharge cards, and transportation means.
  • A medical Team is needed to be operational inside the different IDP centers as there is a big shortage in medical staff and dispensaries to support all the IDPs and the population of the Baddawi camp.

Lebanon Support Coordination Platform in Response to the Crisis in the Palestinian Camps in North Lebanon
On 24/5/2007, the Lebanon Support Team began to develop a coordination platform to support and connect all NGOs working on humanitarian relief of Nahr el Bared residents and IDPs. Following the recommendations of meetings with the Palestinian NGO platform (the
Coordinating Committee for NGOs Working in the Palestinian Communities in Lebanon), the Palestinian popular committee (representing political factions in the camps), International NGOs, and UN agencies, the following actions are in the process of implementation:

  • An office was set up in Baddawi camp. It will be a base for coordination and a data center (location: at the entrance of the Baddawi camp)
  • A data matrix combining all activities is being circulated among actors to fill, a first version will be published on www.lebanon-support.org on the 28th of may)
  • A contact list of all actors will be updated regularly
  • A guideline for NGOs wishing to conduct activities in the camps is being finalized.
  • A general assessment of the IDPs locations will be conducted regularl.
  • A news/alert system and a resource center (already existing) on the www.lebanon-support.org portal will be used for the crisis in the north.
